"Headhunters" will be the feature directorial debut of Steven Holleran, known for his work as cinematographer on "Missing."
Costner will play a washed-up American expat living in Bali, Indonesia, with a mysterious past.
The plot involves a group of surfers searching for the perfect wave on an uncharted island inhabited by an ancient tribe of headhunters.
Actor Daniel Zovatto, known for "Station Eleven," will also star in the film.
The movie is being produced by Costner's Territory Pictures and Scott Steindorff's Stone Village Films.
This new project comes after Costner's struggles with his "Horizon" saga, which faced production challenges and scheduling changes for its sequels.
